Actually, the problem in America is irresponsible owners
not supervising their dogs or planning to breed them without good
reason. Many dogs in Europe and intact and they do not have nearly
the problem we do. We need to change people’s perceptions of their
pets and eliminate the idea that animals are disposable, not
penalize responsible animal owners who choose to keep their dogs
